Congress Friday passed a temporary spending measure to keep the government open through Wednesday as lawmakers struggled over an omnibus appropriations bill for the remainder of the fiscal year. . . .(H/T: Michelle Malkin.) The thing about a "continuing resolution" is, it requires the government to cut back to what is essential and necessary. I work for the federal government. I am quite familiar with the term "CR." We operate under it every year. In the federal government you are rewarded for spending and/or exceeding your budget. You are punished for saving taxpayer dollars. A CR requires that government employees actually admit they don't need the excessive budgets they request.
The new “continuing resolution” keeps spending levels essentially at the previous fiscal year’s limits. The resolution was needed because funding for more than a dozen Cabinet-level departments and agencies was set to expire at midnight.

CR: Safeguard on Wasteful Spending
Congress tries to scare you by saying that they are forcing federal agencies to operate under last year's budget. As if that were a bad thing. The truth is, there is a lot of wasteful spending in every agency's budget, and by expanding that budget Congress is rewarding and encoraging that wasteful spending. Being forced to operate under last year's budget is the best thing that could happen to them. Every agency is forced to look at what is vitally necessary and make cuts accordingly:
